Basic Function and Responsibility:
Reporting to the Senior Manager, assist in developing and executing personnel procedures and policies, providing guidance and interpretation for institutional and departmental operations. Participate in development of HR objectives and systems, including metrics, queries, and standard reports. Assist in administering benefits, compensation, and employee performance programs. Suggest new procedures and policies to continually improve efficiency of the HR department and institution, and to improve employee experience. Ensure legal compliance of HR state and federal regulations and applicable employment laws, and update policies and/or procedures as required.
Characteristic Duties and Responsibilities:
Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
Supports the job classification and compensation process including reclassification and reorganization, and currency of job descriptions.
Partners with colleagues and employees to implement the performance appraisal and evaluation process. Identifies approaches for effective supervision, performance management and corrective action.
Collaborate with Sr. Manager to provide guidance to employees and supervisors in resolving conflicts and promote effective working relationships. Assist employees in responding to disciplinary or performance counseling; advise administrators and supervisors when considering employment action for performance issues.
Effectively advise employees in relation to absence and health issues, conduct and capability, grievance matters, organizational change, and all other employee-relations matters.
Research and compile data for pre-disciplinary meetings and grievances, attend meetings as requested, and provide outcome recommendations as appropriate.
Administers various human resource plans and procedures for all personnel; assists in the development and implementation of personnel policies and procedures; prepares and maintains employee policies and procedures.
Partners with Sr. Manager to lead training related to performance and compliance training for Managers and Supervisors.
Supports the development and maintenance of affirmative action program; responsibilities may include filing annual EEO report; and maintaining other records, reports and logs to conform to EEO regulations.
Interpret college policies and procedures, collective bargaining agreements and applicable statutes and regulations.
Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
Performs other duties as assigned.
Supervision Received:
Functional supervision is received from the Sr. Manager. Administrative supervision is received from the Chief Human Resources Officer.

Job Requirements:
Qualifications and Working Conditions:
Bachelor's degree in HR, Business, or a related field; Master's degree with PHR or SPHR certification preferred.
Minimum of three years of human resources experience required. One to three years of HR experience and knowledge in higher education preferred. Supervisory experience a plus.
Minimum of two years of experience and exposure to performance management, labor relations and compliance, and managing compensation and benefits programs.
Thorough knowledge of policies, federal and state laws as they relate to HR policies, practices and procedures, benefit programs, employee and labor relations, salary administration, recruitment techniques, EEO and Affirmative Action planning.
Excellent interpersonal and communication skills with the ability to write and present educational programs, make presentations to large groups and be able to give and receive advice and opinions in situations requiring sensitivity and tact.
Ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships.
Ability to handle multiple priorities and confidential assignments, organize work, and function independently and effectively under heavy workloads and during peak periods.
Ability to work effectively in a diverse community and meet the needs of diverse student and employee populations.
Advanced knowledge of MS Office, HRIS systems, and comfortable learning new technical systems as needed
Ability to travel between campus locations.
Physical Demands:
Mobility to move from building to building on-Campus and to visit off-Campus entities. Work is performed in a general office environment, is sedentary in nature, and there is little or no exposure to adverse working conditions.
Additional Information:
Hours: Monday - Friday - 8:15 am - 5:00 pm
SALARY: $59,443 -
Based on the needs of the college and with Administrator approval, some positions at the college may have remote or hybrid schedule options available. Please note, that during the 65 working day probationary period, employees are required to report to campus.
