The Manager, Human Resources Operations is responsible for ensuring that HR Operations in the areas of employment and HRIS are aligned with the needs of the HR division and the University as a whole. Additionally, this position is responsible for leading cross functional projects and driving process improvement within the HR area.
Principle Duties and Responsibilities:
Manages the end to end employment process from requisition to separation. Collaborates with the HR Business Partners and the Learning, Organizational Development, and Talent Specialist on operationalizing recruitment strategies.
Serves as the owner, within HR, of the software/systems that are used to maintain employee data, execute on HR transactions, and develop talent. Liaises with Information Technology with respect to the Universitys ERP and core HRIS systems, and leads initiatives to improve technology and tools that will best support the employee experience in the most efficient manner.
Responsible for managing the Universitys Unemployment Insurance claims process and associated vendor(s). Delegates the administration of unemployment related processing to HR Coordinator(s) as appropriate.
Ensures that the operational processes related to employment and data changes related to employees is clear, effective, and efficient. Works with HR Coordinators to ensure that employment related transactions and data changes are processed in a timely and accurate manner.
Works closely with the Director of Total Rewards to ensure that systems and processes best meet the needs and objectives of the benefits and compensation areas. Serves as the lead liaison between HR and payroll ensuring consistency of process and process improvement as it relates to how the two areas interface.
Maintains and consistently improves the new hire onboarding and orientation programs. Works to train all HR Coordinators so that they may facilitate and follow through on all components of the new hire onboarding and orientation processes.
Trains HR staff on HR tools, systems, and processes. Updates training and associated procedures as necessary.
Maintains process flows/process documents for all HR procedures related to the employment life cycle.
Manages the applicant tracking system and ensures that the HR Coordinators are trained to post positions, disposition candidates, and generate requested reports.
Coordinates HR related reporting and data analysis needs with the HRIS Data Specialist and serves as a backup for executing on such requests.
Lead and participate on various departmental and University committees and special projects as required. Serves as the project manager on operational HR projects as assigned.
Provides leadership to assigned staff including HR Coordinators and HRIS Data Specialist. This includes, but is not limited to, providing timely feedback to employees, setting realistic goals, and supporting employees professional development.
Perform other related Departmental duties as required.
Bachelor's degree in Human Resource Management, Organizational Development, Business Administration, or related field is required. Master's degree and/or professional human resources certification is preferred.
A minimum of five years human resources experience in two or more of the following areas is required: HRIS, recruiting/recruiting systems, HR project management/process improvement, employee orientation/onboarding, unemployment claims processing, payroll, or talent management.
A minimum of three years supervisory experience in the area of Human Resources is required.
Working knowledge of multiple human resource disciplines including compensation practices, organizational diagnosis, employee and union relations, diversity, performance management, federal and state respective employment laws is required.
Excellent consulting, critical thinking/problem solving, data analysis, written and interpersonal communication, conflict management, negotiation skills are required. Must be able to collaborate with stakeholders within the HR team in a productive manner as well as constituents throughout the University community.
Ability to self-direct and manage multiple projects with conflicting priorities is required; ability to take initiative, anticipate needs and make recommendations for implementation is required.
Previous experience in unionized, higher education or public-sector environment is preferred.
Personal computing skills, including working knowledge of word processing, spreadsheet and data base management software applications are required. Knowledge of Microsoft Word, Excel, Access, PowerPoint, Prezi and Crystal Reports is preferred.
Previous experience using computer-based Human Resource Information Systems to access information and process transactions is required. Experience with Banner and NeoGov systems is preferred.
