Essential Functions: JOB PURPOSEThis is a strategic role that directs the benefit and wellness functions for the university, focusing on leading and assuming overall accountability for strategy development, design, implementation, communication, administration, and governance of all retirement, health and welfare, life, leave and disability management, employee assistance program, unemployment administration and wellness programs. This leadership role will ensure all programs align with university strategic objectives and are fully compliant with all legal and regulatory requirements. This is a collaborative role that will work cross-functionally with various stakeholders to understand related business issues and collectively develop effective business solutions. This position reports to the AVP, Human Resources.ESSENTIAL FUNCTIONSBuild and maintain a benefit and wellness strategy that is fully aligned with the objectives of the university's strategic plan and is fiscally responsible, market competitive, and supports the attraction and retention of high performing talent.Direct the design and implementation of aligned and locally relevant benefit and wellness programs. Collaborate with the Director of Compensation to ensure alignment with regard to the university's total rewards strategy.As the highest ranking benefit and wellness leader, serve as a subject matter expert; conduct research necessary to formulate recommendations for benefit and wellness programs and strategy. Responsible for tier two and tier three benefit plan administration relative to health and welfare, life, retirement plans, leave and disability management, employee assistance program, unemployment administration and wellness program. The scope of activities includes annual reviews, efficient and effective implementation of new and/or plan changes, annual open enrollment process, budget development and on-going monitoring of costs.Ensure appropriate administration of tuition assistance program, work/life balance program and other benefit services.Monitor the effectiveness of existing benefit policies, guidelines and procedures, recommending plan revisions, as well as new plans, in support of the strategic objectives and evolving external requirements.Craft and oversee a multi-dimensional communications strategy to ensure the dissemination of benefit and wellness programs to ensure employees understand both the plans benefits and their value as part of the total compensation package. Manage the continuous improvement of WSU's benefit and wellness business processes through frequent analyses and audits, providing recommendations for improvements to enable the university to attract, motivate and retain the best possible employees while maintaining compliance with all pertinent regulations and guidelines.Periodically go to market via the RFP process to ensure that all benefit programs are competitive, appropriately priced, incorporate best practice improvements/incentives and respond to faculty and staff priorities within appropriate financial constraints.Serve as a member of the Human Resources Senior Leadership team. Ensure the inclusion and input from other Human Resource functions to identify common objectives, resources and activities. Related duties as assigned.
Qualifications: MINIMUM QUALIFICATIONSEducation: Bachelor's degreeBachelor's degree or equivalent combination of education and experience in Human Resources, Business Administration or related field. Certification in benefits by CEBS or WorldatWork strongly preferred. MBA preferred.Experience: Expert (established subject matter expert, 7+ years experience)7-10 years experience providing benefits analysis, advice and direction in support of a business, preferably in an academic environment.5 years of supervisory experience required.KNOWLEDGE, SKILLS AND ABILITIESTECHNICAL KNOWLEDGE - Experience with designing and implementing benefit and wellness programs, exceptional analytical, statistical, quantitative and deduction skills. Strong analytical and problem solving acumen with the ability to think strategically. Ability to influence and present to senior management. Solid foundation in the analysis, understanding, and knowledge of business financials. TECHNOLOGY - Proficient in the use of Human Resources Business Information Systems (i.e. HRIS, etc.) and Microsoft Office tools. PLANNING/ORGANIZING - Ability to prioritize and plan work activities, manage project team activities, develop strategies to achieve organizational goals, develop realistic action plans.PROJECT MANAGEMENT - Ability to prepare and present special projects with little or no supervision/oversight. Ability to meet deadlines. POLICY AND PROCEDURE: This position requires an understanding of the University organizational structure as well as an extensive knowledge of personnel policy and procedure and federal and state laws regarding employment practices.
