Plan, organize and manage the University's Rewards and Employee Benefits Programs for faculty and staff in a consistent manner and in accordance with the established university objectives, procedures and guidelines. Maintain the HR information systems and processes in order to advance HR's strategic and functional needs.
Principle Duties and Responsibilities:
Provide policy, guidelines and direction to staff related to day-to-day functions in the benefit, wellness, compensation & classification functional areas.Serve as System Administrator for HRIS applications. Design and implement benefit policies, including health and insurance (medical, dental, life, disability, etc.) plans, that support the university's business objectives.
Evaluate present rewards and benefits programs through research, benchmarking and surveys, and analyze trends to ensure plans and programs are competitive and cost effective.
Partner with the Vice President of University Human Resources to develop, execute and communicate key total rewards programs.
Modify existing programs according to findings, using existing knowledge or prevailing practices, emerging types of total rewards packages, and customary compensation and benefits plans offered in university settings.
Present benefit plan design alternatives to VP of University Human Resources and University leadership.
Assist with the development and maintenance of the HR website, develops workflow analyses to facilitate the automation and integration of manual processes, and assist functional areas of HR in the development and administration of automated Human Resource initiatives. In coordination with the Division of IT, administer short and long term priority planning and status reporting process for departmental technology improvement projects.
Lead a collaborative Benefits and Wellness committee comprised of management and collective bargaining personnel--use this forum as a way to make necessary benefit recommendations between negotiations and to pilot alternative plan designs and wellness initiatives.
Collaborate with university community in relation to HRIS applications.
Lead efforts to design and develop alternative union benefit scenarios in advance of collective bargaining and during negotiations.
Work with finance and external actuarial consultants to provide financial oversight of all benefit plans, including trend and forecasting.
Drive decisions on the selection and management of external suppliers and manage supplier relationships.
Develop a comprehensive total rewards communication strategy for employees and ensure that all employee benefit plan information is current, user-friendly and accessible.
Ensure that benefit plans and compensation policies and practices are in compliance with legislation and understand the impact of proposed legislation and public policy on existing or future plan and policy designs.
Support and approve internal and external audits of benefit plans. Streamline and improve internal total rewards services and processes.
Work collaboratively with the HR leadership team to establish and accomplish strategic priorities.
Oversee the administration of ACA, ADA, COBRA, FMLA, and other leave processes.
Serve as the University's HIPAA Privacy Compliance Committee representative.
Coordinate the Tuition Waiver Program. Responsible for the coaching and development of team members. Perform other assigned duties as required.
A Bachelor's degree in Business Administration or related field is required. Master's degree preferred.
Five years' of progressively more responsible experience in benefits administration is required.
Comprehensive knowledge of benefits programs, procedures, and benefits related laws is required. Experience designing, developing, and implementing organization wide communication strategy is required.
Previous supervisory, program and budget management experience is required.
Experience analyzing and correctly interpreting complex benefit cost data at macro and micro levels is required.
Experience planning and implementing benefit plan strategies is required. Ability to hold carriers and plan providers to agreed expectations and direct them with authority is necessary.
Effective and accurate financial and communication skills are required. Analytical skills necessary to understand the impact of business decisions. Demonstrated project management skills.
Ability to implement internal controls is necessary.
Strong strategic thinking and ability to establish credibility is necessary.
Strong presentation and stand-up facilitation skills are required.
Experience dealing with union contracts and negotiations is preferred.
Certified Employee Benefits Specialist designation is highly desirable.
